It emphasizes that devotion to Shiva should be joined with śāstric discipline (vidhi): gathering pure, worthy offerings symbolizes collecting and refining one’s inner resources—faith, attention, and sincerity—for worship.
In Linga/Saguṇa worship, offerings are not mere display; they are ritual signs of reverence. The verse frames puja as an ordered approach—preparing appropriate dravya before approaching Shiva’s manifest form for abhisheka, archana, and upachara.
A practical takeaway is pūjā-sāmagri-saṅgraha done “vidhi-pūrvakam”: assemble offerings beforehand, maintain cleanliness and intention, and accompany the rite with japa (e.g., the Panchakshara “Om Namaḥ Śivāya”) while offering.
