The verse declares Shiva as the inner essence of all Vedic revelation—hymn, ritual order, sacrificial offering, and the final liberation—showing that Veda ultimately culminates in devotion to Pati (Shiva) as the supreme refuge.
By identifying Shiva as the power behind mantra and sacrifice, it supports Saguna worship—such as Linga-puja and homa—as valid Vedic-aligned means, while also affirming that their highest fruit is attained when offered to Shiva alone.
Perform Vedic-style worship with bhakti—chanting hymns (stotra/japa), offering oblations (homa) mentally or physically, and meditating that the mantra, the offering, and the goal are all Shiva—especially through steady japa of the Panchakshara (Om Namaḥ Śivāya).
