The Greatness of Avimukta–Vārāṇasī and Viśveśvara
तस्मान्मच्छासनाद्विष्णुस्सृष्टिं साक्षाद्धि नूतनाम् । विधाय मनसोद्दिष्टां तत्सिद्धिं यच्छति ध्रुवम्
tasmānmacchāsanādviṣṇussṛṣṭiṃ sākṣāddhi nūtanām | vidhāya manasoddiṣṭāṃ tatsiddhiṃ yacchati dhruvam
Kaya nga, sa Aking utos, si Viṣṇu ay tunay na tuwirang naglalang ng panibagong sangnilikha; at matapos itong hubugin ayon sa naisip sa isipan (ng itinalagang tagapaglikha), walang pagsalang ipinagkakaloob niya ang tiyak na kaganapan nito.

It establishes Shiva (Pati) as the supreme ordainer: even the cosmic functions of creation proceed under Shiva’s command, highlighting divine sovereignty and the orderly unfolding of karma within creation.
By affirming Shiva as the ultimate source of authority behind cosmic operations, it supports Saguna Shiva worship (including Linga worship) as devotion to the supreme Lord who empowers all deities and governs manifestation.
Meditate on Shiva as the inner ruler (antaryāmin) and repeat the Panchākṣarī—“Om Namaḥ Śivāya”—to align one’s mind and intentions with Shiva’s ordinance, seeking steadiness (dhruvatā) in spiritual practice.
