It states the tirtha-mahātmyā doctrine: bathing in the sacred Piṅgalā river removes all sins and grants exalted post-mortem status, culminating in honor in Brahmaloka.
Though it speaks through a tirtha practice (snāna), the implied bhakti framework is reverence for sacred places connected to dharma; such acts, done with faith, purify the devotee and elevate their spiritual destiny.
Kalpa (ritual practice) is implied: the prescribed act is tirtha-snana as a purificatory rite, emphasizing correct performance of dharmic observances for spiritual merit.
