यदर्थं गृह्यते शुल्कं तदनिष्पादयन् वृथा ।
पण्यानां द्वादशं भागं भूपालाय वणिग्जनः ॥
yadarthaṃ gṛhyate śulkaṃ tad aniṣpādayan vṛthā /
paṇyānāṃ dvādaśaṃ bhāgaṃ bhūpālāya vaṇigjanaḥ
Kung kumukuha ng buwis sa adwana ngunit hindi ibinibigay ang layunin kung bakit ito kinukuha (ibig sabihin, pagprotekta at kaayusan), walang saysay ang pagkuha. Ang pamayanang mangangalakal ay nagbibigay sa hari ng ikalabindalawang bahagi ng mga kalakal.
