The verse highlights a dharmic ideal of sacred spaces and sages sustaining life: a truly righteous refuge is both spiritually auspicious (Śiva-like) and practically supportive (abundant food and water), enabling tapas, learning, and hospitality.
Dhaumya is describing a particular holy region: the Vaidūrya mountain with a jewel-like, auspicious Śiva-associated presence, and the nearby hermitage of the sage Agastya, noted for its plentiful natural provisions.
