राजधर्मः—राष्ट्ररक्षणं, दण्डनीतिः, हयग्रीवोपाख्यानम्

नाभूतिकालेषु फलं ददन्ति शिल्पानि मन्त्राक्ष तथौषधानि । तान्येव कालेन समाहितानि सिद्धमन्ति वर्धन्ति च भूतिकाले,अवनतिके समय शिल्पकलाएँ, मन्त्र तथा औषध भी कोई फल नहीं देते हैं। वे ही जब उन्नतिके समय उपयोगमें लाये जाते हैं, तब कालकी प्रेरणासे सफल होते और वृद्धिमें सहायक बनते हैं
na bhūtikāleṣu phalaṁ dadanti śilpāni mantrākṣa tathauṣadhāni | tānyeva kālena samāhitāni siddhyanti vardhanti ca bhūtikāle ||
Sinabi ni Vyāsa: “Sa mga panahong lugmok at malas, ang mga sining at kasanayan, ang mga banal na mantra at pantig, at maging ang mga gamot ay hindi nagbibigay ng inaasahang bunga. Ang mga iyon ding paraan, kapag tinipon at ginamit na kaayon ng Panahon, ay nagtatagumpay at nagdudulot ng pag-unlad kapag dumarating ang panahon ng kasaganaan.”
