Dharma is not confined to one land or one group: in every region there are rulers committed to their own lawful duties, and the mark of righteous kingship is curbing the wicked to protect social order.
In the Karṇa–Śalya dialogue, Śalya speaks about the presence of righteous kings and dhārmic people everywhere, emphasizing governance that restrains wrongdoing—an ethical reflection set amid the pressures of the Kurukṣetra war.
