The verse emphasizes disciplined self-restraint: when the inner self (mind) is checked by a prescribed practice and control extends across all the ‘seats’ of activity (notably the senses and their operations), ethical steadiness and clarity become possible.
Vaiśampāyana continues a didactic passage in Anuśāsana Parva, describing the condition of a practitioner whose mind has been restrained through an earlier-mentioned discipline, highlighting comprehensive control over the bodily and sensory bases.
