राजाका परम धर्म है--इन्द्रियसंयम

rājñaḥ paramo dharmaḥ—indriya-saṃyamaḥ, svādhyāyaḥ, agnihotra-karma, dānam, adhyayanam, yajñopavīta-dhāraṇam, yajñānuṣṭhānam, dhārmika-kārya-sampādanam, poṣya-varga-bharaṇa-poṣaṇam, ārabdha-karmasya saphalī-karaṇam, aparādha-yathā-yogya-daṇḍa-dānam, vaidika-yajñādi-karmānuṣṭhānam, vyavahāre nyāya-rakṣaṇam, satya-bhāṣaṇe anurāgaḥ—ete sarve rājñaḥ dharmāḥ. ārta-hasta-prado rājā pretya ceha mahīyate. go-brāhmaṇārthe vikrāntaḥ saṅgrāme nidhanaṃ gataḥ, sa svargam aśvamedha-yajñair jitān lokān adhitiṣṭhati.

Sinabi ni Mahādeva: “Para sa isang hari, ang pinakadakilang dharma ay ang pagpipigil sa mga pandama, pag-aaral ng Veda, pagsasagawa ng ritong Agnihotra, pagbibigay, pagkatuto, pagsusuot ng banal na sinulid (yajñopavīta), pagganap ng mga handog na sakripisyo, pagtupad sa mga gawaing matuwid, pag-aaruga sa mga umaasa sa kanya, pagpapapagtapos nang matagumpay sa mga sinimulang gawain, pagpapataw ng parusang ayon sa bigat ng kasalanan, wastong pagsasagawa ng mga sakripisyong Vedic at kaugnay na ritwal, pag-iingat sa katarungan sa mga usaping sibil, at pagkapit sa pagsasalita ng katotohanan—lahat ng ito ang dharma ng hari. Ang haring nag-aabot ng kamay bilang sandigan ng mga nagdurusa ay pinararangalan sa daigdig na ito at sa kabilang-buhay. At ang haring, sa pagtatanggol sa mga baka at sa mga Brahmin, nagpakita ng kagitingan at namatay sa labanan, ay umaabot sa langit at nagkakamit ng pagkapanginoon sa mga daigdig na sinasabing napapanalunan sa pamamagitan ng mga sakripisyong Aśvamedha.”
