The verse establishes the moral atmosphere for dharma-teaching: true righteousness is nurtured in a setting of tapas (self-discipline) and adhyayana (sacred study), supported by the presence of accomplished ascetics. It implies that charity and ethical conduct are best learned and practiced in the company of the disciplined and the wise.
Bhishma describes an exemplary hermitage to his royal listener, emphasizing that it is alive with Vedic recitation and inhabited by Vālakhilya sages and other renunciants. This description frames the ongoing discourse (in the Dana-dharma context) by situating it within an ideal ascetic community.
