तेषां किल्बिषमदण्डकरा हरन्त्ययोगक्षेमावहाश्च प्रजानाम् ॥ कZ_०१.१३.०८ ॥

Transliteration

teṣāṃ kilbiṣamadaṇḍakarā harantyayogakṣemāvahāśca prajānām

Translation

Ngunit nagkakasala ang mga (harì) kung kumukuha sila ng multa at buwis nang hindi nagdudulot ng kapakanan at katiwasayan sa mga tao.
