Ang ikasiyam na seksiyon (adhikaraṇa) ay tumatalakay sa mga gawaing dapat isagawa: pagsusuri sa pagkalugi, paggasta, at pakinabang; mga kalamidad na panlabas at panloob; (mga kalamidad) na kinasasangkutan ng mga hindi tapat at ng mga kaaway; mga kalagayang may pag-aalinlangan kung kapaki-pakinabang o nakapipinsala; at ang mga matagumpay na kinalabasan na nagmumula sa pagpili sa iba’t ibang panlaban na hakbang para sa (mga kalamidad) na iyon.
