नाविज्ञातं पुरं शत्रोः प्रविशेच्च न शंसदं नय इष्यते इति ख , घ च शासनशासक इति ख , छ च कालमीक्षेत कार्यार्थमनुज्ञातश् च निष्पतेत्

nāvijñātaṃ puraṃ śatroḥ praviśecca na śaṃsadaṃ naya iṣyate iti kha , gha ca śāsanaśāsaka iti kha , cha ca kālamīkṣeta kāryārthamanujñātaś ca niṣpatet

Huwag pumasok sa lungsod ng kaaway nang hindi muna natitiyak ang kalagayan nito, at huwag ding pumasok sa (kaaway na) kapulungan. Ang ganitong asal ay kinikilala bilang wastong naya (patakaran). Kumilos bilang tagapagdala ng utos at bilang tagapangasiwa kung kinakailangan. Pagmasdan ang tamang panahon upang maisakatuparan ang layunin; at kapag may pahintulot na, saka umalis.
