It affirms the Shaiva Siddhanta vision of one Supreme Pati (Śiva) who, without losing His oneness, manifests the cosmos through His Śakti—so the many is dependent on the One, and liberation comes by recognizing Maheshwara as the source and inner ruler of all.
The verse supports Saguna worship by presenting creation as Śiva’s purposeful self-manifestation through Śakti; the Liṅga is revered as the sign (liṅga) of that one Maheshwara who pervades and transcends the three worlds, making the formless truth approachable in worship.
A practical takeaway is Śiva-dhyāna with Śakti-awareness: meditate on Maheshwara as the one source of the three worlds while repeating the Pañcākṣarī “Om Namaḥ Śivāya,” offering the sense of doership to Him as the creator and lord of all manifestations.
