It teaches that Śiva’s supreme sovereignty is expressed through His inseparable Śakti (understood here as Pārvatī), who shares His nature and reveals divine power in distinct modes—guiding the soul (paśu) from bondage (pāśa) toward grace and liberation.
In Liṅga and saguna worship, devotees approach Śiva as the Lord who is never without Śakti; the verse supports seeing the Liṅga not as a mere symbol but as the living presence of Pati together with His manifest power, making devotion, ritual, and grace effective.
Meditate on the inseparability of Śiva-Śakti while repeating the Pañcākṣarī “Om Namaḥ Śivāya,” offering bilva leaves to the Liṅga with the intent that all powers and inner states (bhāvas) be aligned to Śiva through steadfast devotion.
