सर्वलोकविधातारं सर्वलोकेश्वरेश्वरम् । सर्वलोकविधायिन्या शक्त्या परमया युतम्
sarvalokavidhātāraṃ sarvalokeśvareśvaram | sarvalokavidhāyinyā śaktyā paramayā yutam

It establishes Shiva as Pati—the supreme sovereign who ordains the cosmic order—while affirming that His lordship is inseparable from the supreme Śakti through whom the worlds are manifested and governed.
In Linga and Saguna worship, devotees approach the transcendent Lord through a sacred form; this verse supports that worship by describing Shiva as the supreme ruler, present with His Para Śakti—making devotion both personal (Saguna) and metaphysically complete.
Meditate on Shiva as “sarvalokeśvareśvara” while japa of the Panchakshara (Om Namaḥ Śivāya), contemplating His inseparability from Para Śakti; offer water and bilva with the intent of honoring Shiva-Shakti as one governing reality.
