स राजधानीं च विधाय तस्यां चक्रं परोतीः सुखदा जनानाम् । तद्रक्षकं भैरवनामवीरं कृत्वा समं शैलजयाहि बह्वीः

sa rājadhānīṃ ca vidhāya tasyāṃ cakraṃ parotīḥ sukhadā janānām | tadrakṣakaṃ bhairavanāmavīraṃ kṛtvā samaṃ śailajayāhi bahvīḥ

ครั้นแล้วพระองค์ทรงสถาปนาราชธานี ณ ที่นั้น และทรงจัดตั้งวงจักรศักดิ์สิทธิ์เพื่อคุ้มครอง อันเป็นบ่อเกิดแห่งความผาสุกแก่ประชาชน ทั้งทรงแต่งตั้งวีรบุรุษนามว่า ‘ไภรวะ’ เป็นผู้พิทักษ์ แล้วเสด็จดำเนินต่อไปพร้อมศૈลชา (พระปารวตี) เพื่อภารกิจนานาประการ।
