It teaches that victory and restoration of cosmic order come through stuti (reverent praise) joined with disciplined adherence to dharma—outer rite completed with inner devotion—rather than mere force.
The verse emphasizes prescribed worship and completion of rites; in Shaiva practice this parallels Linga-upāsanā where correct vidhi (offerings, mantra, purity) supports focused bhakti toward Saguna Shiva as the accessible form of the Supreme.
Follow a complete, orderly worship sequence (vidhi) with sincere stuti—e.g., regular pūjā with mantra-japa and mindful completion of offerings—so the practice is not partial but ‘saṃpūrṇa’ in both action and intention.
