It shows that cosmic authority is conferred through divine sanction and dharmic merit, and that even exalted beings are established by sacred consecration and worship—reflecting the Shaiva view that all powers operate within the higher order of Pati (the Supreme Lord).
The act of communal worship by the devas models saguna-upāsanā—reverent ritual honor offered to a manifest, knowable divine order. In Shaiva Siddhanta, such worship purifies the soul and aligns worldly governance with sacred duty, ultimately oriented toward Shiva’s supreme sovereignty.
It suggests dignified pūjā with auspicious marks (tilaka) and collective devotion; as a takeaway, one may perform Shiva-pūjā with purity and reverence, applying sacred ash/tilaka and offering prayers for right conduct and inner consecration.
