It highlights the Shaiva Siddhanta emphasis that sincere, disciplined devotion (vrata) purifies the mind and becomes the cause for the Lord’s gracious self-manifestation (anugraha) in a perceivable form.
The verse underscores Saguna Shiva’s accessibility: when devotion and observance mature, Shiva can be experienced as a manifest form. This aligns with Linga worship as a concrete focus through which the formless Lord bestows grace in a form devotees can approach.
It points to night-vigil devotion and disciplined vrata—staying focused in worship during a yāma (night watch), maintaining purity of mind, and steady remembrance of Shiva (japa/dhyāna), as done in major observances like Mahāśivarātri.
