Śatrughna is speaking, asking about the identity of King Sumada of Ahicchatra and the austerity (tapas) that caused the “Mother of all worlds” to become pleased and reside there.
It implies that a place becomes spiritually significant when intense tapas or virtuous practice leads to divine favor—here, the Mother-goddess is said to abide there after being pleased.
The verse highlights the Purāṇic theme that sincere austerity and devotion can attract divine grace, transforming both the practitioner and the place connected with that practice.
