Adhyaya 52 — The Manifestation of Nilalohita (Rudra) and the Allocation of His Names, Abodes, Consorts, and Lineages
rudras tvaṁ deva! nāmnāsi mā rodīr dhairyam āvaha / evam uktas tataḥ so 'tha saptakṛtvo ruroda ha

Even after naming, the force represented by Rudra remains intense and overflowing; it requires further articulation (additional names, stations, relations) to integrate it into the cosmos.
Sarga: the progressive specification of a deity through names and functions.
The ‘seven cries’ foreshadow the bestowal of seven further names (making eight). Eightfold Rudra can be read as the diffusion of a single principle into multiple cosmic modes.
