रजोगात्रोर्ध्वबाहुश्च सबलश्चानघस्तथा ।
सुतपाः शुक्ल इत्येते सर्वे सप्तर्षयः स्मृताः ॥
rajogātrordhvabāhuś ca sabalaś cānaghas tathā | sutapāḥ śukla ity ete sarve saptarṣayaḥ smṛtāḥ ||

Vaṃśānucarita: identifying key ṛṣis who act as transmitters of Vedic order through cycles.
The 'seven' is a cosmological template (seven meters, worlds, flames, etc.). Saptarṣis can be read as seven functions of spiritual governance—clarity, purity, strength, upliftment, austerity, etc.
