Daṇḍanīti and the King as the Cause of Yuga-Order (दण्डनीतिः राजधर्मश्च युगकारणत्वम्)
आरामेषु तथोद्याने पण्डितानां समागमे । देशेषु चत्वरे चैव सभास्वावसथेषु च
ārāmeṣu tathodyāne paṇḍitānāṃ samāgame | deśeṣu catvare caiva sabhāsv āvasatheṣu ca ||
พระราชาพึงให้สายลับผู้ไว้วางใจได้คอยเฝ้าระวังอยู่เนืองนิตย์ตามที่ชุมนุมของมหาชน—ทั้งตลาด สถานที่สัญจร งานรื่นเริงของสังคม หมู่ภิกขาจาร ผู้ขอทาน สวนพักผ่อนและอุทยาน ที่ประชุมบัณฑิต ตำบลและแคว้นต่าง ๆ สี่แยก ศาลาประชุม และโรงทานที่พัก—เพื่อจะได้สืบรู้และสกัดกั้นสายลับที่ศัตรูส่งมาปักไว้.
