When disruptive power (bala) becomes oppressive and destabilizes the world, the proper response is to seek restoration of dharma through legitimate, higher authority rather than acting from uncontrolled vengeance. The gods model collective, lawful recourse to Brahmā as a guardian of cosmic order.
A powerful rākṣasa has humiliated and overpowered the gods. In response, they gather and approach Brahmā, requesting that he arrange or authorize the slaying of that rākṣasa to re-establish balance.
