वैशम्पायन उवाच
The verse emphasizes dharma in political life: once the stipulated term (thirteen years) is fulfilled, the rightful course is to restore sovereignty in a proper, lawful, and fitting manner rather than through arbitrary force or deceit.
The speaker states the condition tied to the completion of the thirteenth year of exile: after that period ends, the parties may return from the forest and reclaim their respective kingdoms according to what is proper—framing the dispute in terms of agreed terms and rightful entitlement.
