It implies that divine power operates through īśvara (the Lord) and is activated through bhāva—inner intent—suggesting that spiritual efficacy is rooted in consciousness and devotion rather than mere external action.
The verse highlights bhāva (focused inner disposition) as a yogic principle: concentrated intention and devotional alignment are presented as the means by which mantra-śakti or devatā-śakti becomes effective.
By presenting Śiva as “Bhagavān Īśa” whose power equips the sacred act, the Purāṇa frames divine functions as complementary—supporting the broader Kurma Purana tendency toward Shaiva-Vaishnava concord rather than rivalry.
