Pūru-vaṁśa, Duṣmanta–Śakuntalā, and the Rise of Mahārāja Bharata
सर्वान्कामान् दुदुहतु: प्रजानां तस्य रोदसी । समास्त्रिणवसाहस्रीर्दिक्षु चक्रमवर्तयत् ॥ ३२ ॥
sarvān kāmān duduhatuḥ prajānāṁ tasya rodasī samās tri-ṇava-sāhasrīr dikṣu cakram avartayat
มหาราชาภารตะทรงปกครองเป็นเวลาสองหมื่นเจ็ดพันปี โลกและสวรรค์ต่างตอบสนองความต้องการของพสกนิกร และอำนาจของพระองค์แผ่ขยายไปทุกทิศทาง
This verse says that when a king rules dharmically, even the two realms (earth and heaven) seem to yield all necessities and desired enjoyments for the people—symbolizing abundance, order, and wellbeing under righteous governance.
Śukadeva Gosvāmī is narrating the history of the dynasty and describing the extent and duration of the king’s prosperous, all-directional sovereignty.
The rolling 'wheel' suggests disciplined, consistent leadership—acting with responsibility and fairness—so that one’s sphere (family, work, community) becomes orderly and flourishing.
