pādaguṇahīnaḥ parimitārthaḥ
Translation
หาก (ทูต) ขาดความสามารถที่จำเป็น ควรมอบหมายวัตถุประสงค์ที่จำกัด (และอำนาจหน้าที่ที่จำกัด)
