राज्ञश्च प्रकृतीनां च कल्पयेदन्तरा स्थितः ॥ कZ_०४.१०.१८च्द् ॥
Transliteration
rājñaśca prakṛtīnāṃ ca kalpayedantarā sthitaḥ
Translation
เขาควรยืนอยู่ในฐานะคนกลาง แล้วปรับกำหนดโทษโดยคำนึงถึงทั้งพระราชาและราษฎร (องค์ประกอบของรัฐ)
