It gives a political-ritual definition: a Rājanya is identified through mūrdhābhiṣeka (royal consecration by head-anointing), and it classifies levels of rulership up to the adhīśvara (overlord) before whom all sāmantas submit.
By cataloging social categories (varna-vargāḥ) and precise political titles (rājanya, rājā, adhīśvara, sāmanta), it preserves a compact lexicon of governance and social theory alongside the Purana’s many other disciplines.
By grounding kingship in consecration and rightful hierarchy, the verse implies that legitimate rule is tied to dharma; proper installation and righteous sovereignty support social order, which is traditionally viewed as meritorious and stabilizing for collective karma.
