It teaches that the Shiva-mantra is not merely a sound but a reality that pervades the whole manifested world of name-and-form, and that it awakens direct knowledge of Śiva together with His inseparable Śakti—leading the seeker beyond bondage.
In Saguna worship, the Liṅga is the sacred focal form, while the mantra is its living vibration; this verse links both by stating that the mantra pervades all forms and reveals Śiva-Śakti, making external worship and inner realization mutually supportive.
Regular mantra-japa (especially the Pañcākṣarī, ‘Namaḥ Śivāya’) with contemplation that all experience is nama-rūpa and is pervaded by Śiva’s presence; this can be paired with traditional Śaiva supports like bhasma (tripuṇḍra) and rudrākṣa while maintaining Shiva-Shakti awareness.
