ध्यानस्थितं च सर्वेशं दृष्ट्वा सर्वे दिवौकसः । हरि शक्रादयस्सर्वे नंदिनं प्रोचुरानताः
dhyānasthitaṃ ca sarveśaṃ dṛṣṭvā sarve divaukasaḥ | hari śakrādayassarve naṃdinaṃ procurānatāḥ
సర్వేశ్వరుడైన శివుడు ధ్యానస్థితిలో ఉన్నాడని చూసి, దివ్యలోకవాసులందరూ—హరి, శక్రుడు మొదలైనవారు—నమస్కరించి నందిని ఉద్దేశించి పలికారు.

It shows that even the highest devas honor Śiva as Sarveśvara, and that true approach to the Supreme Lord begins with humility and reverent surrender before His meditative, self-luminous state.
Śiva is presented as the accessible Saguna Lord—personally present and approachable—yet established in deep dhyāna, indicating that Linga/Saguna worship should lead the devotee toward inner stillness and recognition of Śiva as the supreme Pati.
The verse emphasizes dhyāna and namaskāra: begin worship with bowing, then steady the mind in meditation on Śiva; this aligns well with japa of the Pañcākṣarī (Om Namaḥ Śivāya) and contemplative worship during Mahāśivarātri.
