It portrays how fear and sensory disturbance make beings restless and homeless in mind; Shaiva Siddhanta points to Shiva (Pati) as the true refuge beyond agitation, where the bound soul (pashu) finds steadiness.
Like the birds seeking a stable perch, the devotee turns to Saguna Shiva in the Linga as a concrete support (ālambana) for devotion and concentration, until inner turbulence subsides and steadiness arises.
Panchakshara japa ("Om Namaḥ Śivāya") with breath awareness to calm vyagra-citta, and simple daily Shiva upasana (bhasma/tripundra and respectful worship) as stabilizing disciplines.
