Adhyāya 199: Karma–Jñāna Causality and the Nirguṇa Brahman

Manu’s Instruction

rājovāca: dadato 'sya na gṛhṇāsi; viṣamaṃ pratibhāti me | daṇḍyo hi tvaṃ mama mato nāsty atra khalu saṃśayaḥ ||

Educational Q&A

The verse frames refusal to accept what is properly offered (or due) as a breach of social-ethical order, inviting royal correction. It highlights the king’s role in upholding dharma through daṇḍa (penalty) when conduct appears unjust or disruptive.

A king addresses Vikṛta, criticizing him for not accepting something being given to him. Interpreting this refusal as improper, the king declares that Vikṛta is punishable and states there is no doubt about this judgment.
