By recording the founding of Śābastī in Gauḍa through a righteous lineage, the verse anchors Shiva-dharma in sacred geography—showing how dharmic kingdoms create stable centers where Linga-pūjā and Vedic-Shaiva rites can flourish.
Indirectly, it reflects Shiva as Pati (the sovereign Lord) who sustains dharma through ordered lineage and civilization; the radiance (tejas) of kings is understood as empowered by adherence to Shiva-oriented dharma rather than mere worldly power.
No specific pūjā-vidhi or Pāśupata yogic technique is stated; the takeaway is the dharmic foundation of settlements as a prerequisite for sustained temple culture, charity, and regular Linga-arcana.
