gate pitāmahe devo bhagavān parameśvaraḥ jagāmānugrahaṃ kartuṃ dvijarūpeṇa cāśramam

It foregrounds Śiva’s anugraha—His active bestowal of grace—showing that the Lord approaches the devotee directly (even in humble, Vedic forms), which underlies the devotional confidence central to Linga-pūjā.
Śiva is presented as Parameśvara and Pati: the sovereign reality who is free to assume forms for the uplift of pashus (souls), acting not out of need but out of compassion that loosens pasha (bondage).
The verse highlights anugraha as the decisive spiritual principle: in Pāśupata-oriented reading, liberation and right practice mature when the Lord’s grace initiates and guides the seeker, often through instructive encounters in an āśrama setting.
