Sages of Naimiṣāraṇya (addressing Sūta Gosvāmin in the outer frame)
It frames the next teaching as a question about Parameśvara’s conduct after victory—showing that even the Supreme Pati upholds dharma and rishi-instruction, which underlies disciplined Śiva-pūjā and devotion centered on the Liṅga.
Śiva is addressed as Bhagavān and Parameśvara—Pati, the sovereign Lord—yet he freely chooses to ‘accept’ a course of action for the sake of cosmic order, indicating his transcendence along with compassionate governance (anugraha) over paśus.
No specific rite is prescribed in this single line; it signals a dharmic principle central to Pāśupata orientation—submission to guru/ṛṣi-vākya and disciplined alignment of action after conflict, which later supports Śiva-pūjā and yogic restraint.
