pādaguṇahīnaḥ parimitārthaḥ
Translation
(దూత) అవసరమైన సామర్థ్యాల్లో లోపం ఉంటే, అతనికి పరిమిత లక్ష్యం (మరియు పరిమిత అధికార) ఇవ్వాలి।
