It contrasts the “higher path” (pare pathi) that demands forbearance with the tendency of beings to become desire-driven, while hinting that desire (Kāma/Smara) can be re-integrated and transformed under the Goddess’s governance rather than ruling the seeker.
In the Parvati-khaṇḍa frame, the divine marriage (pāṇigrahaṇa) points to Saguna Shiva–Shakti unity: worship of Shiva (often through the Liṅga) is paired with Shakti’s ordering power, by which passions are disciplined and placed in dharma rather than becoming obstacles.
A practical takeaway is cultivating kṣamā (forbearance) and restraint through japa of the Pañcākṣarī (“Om Namaḥ Śivāya”) and regular Shiva worship, so desire is purified and aligned to the spiritual path instead of scattering the mind.
