By the loud roar of the evil-minded Ravana's sound, all living beings feared and even the ocean was set to tremble.
Dharma is aligned with protection and reassurance; adharma spreads भय (fear) widely. A ruler/warrior’s power is judged by its effect on the vulnerable.
The narration describes the universal impact of Rāvaṇa’s roar—creatures panic and the ocean churns.
Compassionate strength is implied as the ideal: the righteous hero’s might should calm and safeguard, not terrify indiscriminately.
