प्रागेव तु धनादानमनुभाष्य तत: पुन: । संनिपत्य स्वविषये भयं राष्ट्रे प्रदर्शयेत्
prāgeva tu dhanādānam anubhāṣya tataḥ punaḥ | sannipatya svaviṣaye bhayaṁ rāṣṭre pradarśayet ||
அரசன் முதலில் வருவாய்/பங்களிப்பு தேவை என்பதை முன்கூட்டியே விளக்கி, பின்னர் தன் நாட்டில் எங்கும் சுற்றிப் பார்வையிட்டு; மக்களை ஒன்றுகூடச் செய்து நாட்டின் மீது வரவிருக்கும் அச்சத்தைத் தெளிவாகக் காட்ட வேண்டும்.
