पौरजानपदान सर्वान् संश्रितोपश्ितांस्तथा | यथाशक्त्यनुकम्पेत सर्वान् स््वल्पधनानपि
paurajānāpadān sarvān saṁśritopaśritāṁs tathā | yathāśakty anukampeta sarvān svalpadhanān api ||
நகரமும் கிராமமும் சேர்ந்த அனைவரும்—நேரடியாக அடைக்கலம் நாடி வந்தவர்களாயினும், இடைநிலையர் மூலம் சரணடைந்தவர்களாயினும்—செல்வம் மிகக் குறைந்தவர்களாயினும், அரசன் தன் ஆற்றலுக்கேற்ப அனைவரிடமும் கருணை காட்ட வேண்டும்.
