उपसूष्टेषु दान्तेषु दुराचारेषु साधुषु । अविनीतेषु लुब्धेषु सुमहद्‌ दण्डधारणम्‌

upasūṣṭeṣu dānteṣu durācāreṣu sādhuṣu | avinīteṣu lubdheṣu sumahad daṇḍadhāraṇam ||

நாரதர் கூறினார்—எங்கு தன்னடக்கம் கொண்டவர்கள் துன்புறுத்தப்படுகிறார்களோ, நல்லோர் மீது கொடுமை நடக்கிறதோ, கட்டுப்பாடற்ற பேராசையர்கள் மேலோங்குகிறார்களோ—எங்கு மிகக் கடுமையான தண்டனைகள் நிலவுகிறதோ—அத்தகைய நாட்டில் யோசிக்காமல் குடியிருக்கக் கூடாது.
