संग्रहे विग्रहे चैव यत्न: कार्योडनसूयता । उत्साहश्चापि यत्नेन कर्तव्यो भूतिमिच्छता
saṅgrahe vigrahe caiva yatnaḥ kāryo 'n asūyatā | utsāhaś cāpi yatnena kartavyo bhūtim icchatā ||
செல்வமும் அரசாட்சியின் பேரதிகாரமும் நாடும் அரசன், பிறரின் குற்றங்களைத் தேடாமலும் பொறாமை கொள்ளாமலும், எப்போதும் இரு ஒழுக்கங்களில் முயல வேண்டும்—தேவையான வளங்களைச் சேகரித்து ஒழுங்காக நிர்வகித்தல், அவசியமாயின் பகைவரைத் தீர்மானப் போரால் எதிர்கொள்ளத் தயாராக இருத்தல்; மேலும் தன் உற்சாகமும் முனைப்பும் தளராதபடி திட்டமிட்டு காத்திட வேண்டும்।
