महोपकारमुच्छुल्कं कुर्याद्बीजं च दुर्लभम् ॥ कZ_०२.२१.३१च्द् ॥

Transliteration

mahopakāram ucchulkaṃ kuryād bījaṃ ca durlabham

Translation

மிகப் பெரிய பொதுநலன் தரும் பொருட்கள்/சேவைகளுக்கு சுங்கம் விலக்கு அளிக்க வேண்டும்; மேலும் அரிதாகக் கிடைக்கும் விதையை சிறப்பாகப் பாதுகாத்து/முன்னுரிமையுடன் நிர்வகிக்க வேண்டும்.
