The verse stresses adhikāra (spiritual fitness): without purification and turning toward Śiva through right conduct and devotion, mere discussion of the Nirguṇa Absolute does not transform a fallen, disturbed state of consciousness.
It implies that for those in impurity or degradation, approaching Śiva through accessible Saguna forms—such as Liṅga worship, mantra, and disciplined devotion—is the practical doorway that gradually leads toward realization of the Nirguṇa.
