It identifies Shiva (Īśāna/Īśvara) as both the transcendent Brahman and the directly realizable Supreme Self, teaching that devotion (namas) to Shiva culminates in knowledge of the Paramātman and liberation.
By praising Shiva as Īśvara (the worshipable Lord) and also as Brahman, the verse supports Saguna worship—such as Linga-pūjā—as a valid doorway to realizing Shiva’s Nirguna reality.
Repeated namaskāra and japa with Shiva-nāma (especially the Panchākṣarī, “Om Namaḥ Śivāya”) while contemplating Shiva as both the Lord (Īśvara) and the inner Self (Paramātman).
