वामदेव उवाच । भगवन्परमेशस्त्वं परापरविभूतिदः । सर्व्वज्ञसर्वकर्त्ता च सर्व्वशक्तिधरः प्रभुः
vāmadeva uvāca | bhagavanparameśastvaṃ parāparavibhūtidaḥ | sarvvajñasarvakarttā ca sarvvaśaktidharaḥ prabhuḥ

The verse establishes Shiva as Parameśvara (Pati)—the omniscient, omnipotent Lord who grants both transcendent grace (para) and immanent worldly powers (apara). In Shaiva Siddhanta, this affirms that liberation ultimately comes by Shiva’s śakti and anugraha (grace), not by limited individual effort alone.
By calling Shiva the bearer of all śaktis and the doer of all, the verse supports Saguna worship—approaching the formless Supreme through a sacred form such as the Śiva-liṅga, where devotees honor the Lord as both beyond attributes (para) and present in worship (apara).
A direct takeaway is devotion with contemplative japa: repeat the Panchākṣarī (“Om Namaḥ Śivāya”) while meditating on Shiva as Sarvajña and Sarvaśaktidhara, offering water and bilva leaves to the liṅga with the attitude that all powers arise from His grace.
